DRAFT 2025 Legislative Positions

7 | P a g e
Updated 4.21.2025
would require specified information relating to the committee’s
consideration of an appeal to be made publicly available on
the state board’s internet website.

12 SB 501 (Allen)

Household
Hazardous Waste
Producer
Responsibility Act
This bill would create a producer responsibility program for
products containing household hazardous waste and would
require a producer responsibility organization (PRO) to ensure
the safe and convenient collection and management of
covered products at no cost to consumers or local
governments. The bill would define “covered product” to mean
a consumer product that is ignitable, toxic, cor rosive, or
reactive, or that meets other specified criteria.

Support None/Support
WILDFIRE AND EMERGENCY PREPAREDNESS

13 AB 300 (Lackey)

Fire hazard severity
zones: State Fire
Marshal
Current law requires the State Fire Marshal to classify lands
within state responsibility areas into fire hazard severity
zones, and, by regulation, to designate fire hazard severity
zones and assign to each zone a rating reflecting the degree
of severity of fire hazard that is expected to prevail in the
zone. Current law requires the State Fire Marshal to
periodically review very high fire hazard severity zones that
are not state responsibility areas, and designated and rated
zones that are state responsibility areas, as provided. This bill
would instead require the State Fire Marshall to do the above -
described classification and review of lands within state
responsibility areas as fire hazard severity zones, and
identification and review of areas in the state as moderate,
high, and very high fire hazard severity zones at least once
every 8 years.

Support None/Watch
14 AB 846 (Connolly)

This bill would require, upon an appropriation by the
Legislature, in consultation with the State Fire Marshal, and
using existing data and information collected by Department of
Support None/Sponsor
