MEMORANDUM

Date: May 2, 2025

To: Susan Hsieh, Director of Finance

From: Diane Punzo, Financial Services Manager

Erika Newsome, Junior Accountant

Subject: Proposed Agreement with Professional Credit Service for Collection Services

The Finance Department recently issued a Request for Proposals for Collection Agency
Services (RFP) for the department and the city. After a comprehensive RFP process, staff
selected Professional Credit Service as the best agency to meet the city’s needs. Staff would
like to move forward with securing a professional services agreement with this agency for
collection services. We recommend a three-year agreement, from June 1, 2025 through May
31, 2028, with an option to extend for two additional one-year terms with satisfactory
performance. We don’t anticipate the contract exceeding $90,000 over the five-year possible
agreement term.

SELECTION PROCESS
A request for proposals for collection agency services was issued on March 27, 2025, and the
City received responses from four agencies. Staff from various departments, including
Finance, Business License and Utility Billing, evaluated each proposal in accordance with the
evaluation criteria, which included responsiveness, technical and relevant experience, and
qualifications of staff. After reviewing the proposals, staff interviewed two final candidates in
April 2025.

After careful review, staff selected Professional Credit Service to provide collection agency
services for the city. The relevant qualities that led to the selection are as follows:
Professional Credit Service is a nationally licensed agency, and can work on our
accounts, regardless of where our customers have relocated.
Has been in business since 1933 and maintain working relationships with over 220
government clients, of which 20 are municipalities in California.
They have 135 employees, with various types of certifications and credentials, as well
continuous training to ensure compliance with State and Federal regulations.
They offer a robust collection method, offering various forms of communications, letters
(English and Spanish), emails, calls and text.
Their client and customer portals are user friendly and offer customers various methods
for payment processing, and initiation of payment plans per city guidelines.
Docusign Envelope ID: F4BAB2DE-144A-4F0D-B09F-84DCDA1806E2Docusign Envelope ID: 3E0A76A7-438F-46D4-8461-55205D93623D
