Item #12
CITY COUNCIL AGENDA REPORT

July 16, 2024
Public Works - Engineering Division

TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH SEQUOIA
ECOLOGICAL CONSULTING, INC. IN THE AMOUNT OF $137,834 TO PREPARE
ENVIRONMENTAL DOCUMENTS, ESTABLISHING A NEW PROJECT,
AUGUSTIN BERNAL FUEL MANAGEMENT CIP NO. 25783, AND BUDGET
AMENDMENTS IN THE MISCELLANEOUS CAPITAL IMPROVEMENT PROGRAM
GRANTS FUND

SUMMARY
In early 2023, staff identified a grant opportunity and coordinated with Livermore-Pleasanton
Fire Department (LPFD) to apply for a grant to reduce fuel in an approximately 125-acre area
in and around Augustin Bernal Community Park. On May 16, 2023, the City Council adopted a
resolution acknowledging the submission of a grant application to fund fuel reduction in
Augustin Bernal Community Park and certified the availability of funds to implement the
reimbursement grant. On January 17, 2024, the City was awarded $1,048,900.

This fuel management project will target 125 acres within and around the park and provide fire
breaks and vegetation removal to protect structures and access routes and improve the parks
and surrounding areas’ resiliency to fire. The fuel management work requires the City to obtain
the necessary environmental approvals prior to work being performed. In March, City and
LPFD staff advertised a Request for Qualifications (RFQ) for a CEQA-compliant vegetation
treatment program for Augustin Bernal Community Park. Based on the evaluation criteria in the
RFQ, Sequoia Ecological Consulting, Inc. (Sequoia) was selected as the most qualified bidder.
Staff recommends the approval of a professional services agreement with Sequoia for
$137,834 to prepare the environmental documents required for this project. The term of the
agreement is from August 2024 through December 31, 2025.

Staff also recommends the City Council authorize the Director of Public Works to execute
amendments for a not-to-exceed amount of $14,000. The costs for the project are fully funded
by a reimbursable CAL FIRE grant. Preparation of the environmental documents for the project
is expected to take approximately 10 months and be completed by early summer 2025.

RECOMMENDATION
1. Approve the professional services agreement with Sequoia Ecological Consulting, Inc.
in the amount of $137,834 for the Augustin Bernal Fuel Management project and
authorize the City Manager to execute the agreement.
2. Authorize the Director of Public Works to execute amendments to the professional
service agreement up to a not-to-exceed amount of $14,000 (approximately a 10
percent increase to the base agreement amount) for additional services if determined to
be necessary as the environmental documentation is prepared.
3. Approve establishing a new project, Augustin Bernal Fuel Management Project, CIP
Docusign Envelope ID: 3C33ECF0-32A1-49BB-8EEC-71FF81CFBB8D
