Ascent

Based on the ratings of the SOQ, interviews, and reference checks, staff recommends
awarding the contract to Sequoia for $137,834 (Attachment 2) and approving a design
contingency of 10 percent, approximately $14,000. The contingency will allow the City to
conduct further public outreach, if necessary, and conduct additional environmental surveys or
respond to concerns brought up during the environmental planning process.

Sequoia’s professional services are anticipated to include a Project-Specific Analysis (PSA)
and Addendum to CAL FIRE’s statewide Vegetation Treatment Program (CalVTP) Program
Environmental Impact Report (PEIR), which already addresses approximately half of the
projected work area. The PSA and Addendum will include treatment prescriptions and
mitigation measures for the proposed fuel management work.

Schedule

Award of contract July 16, 2024
CEQA planning/documentation July 2024 – April 2025
Adopt Project Specific Analysis/Addendum May/June 2025
Fuel management work Fall 2025 to 2029

EQUITY AND SUSTAINABILITY
The fuel management project will improve the Pleasanton Ridge's resiliency in an
environmentally responsible way, using mitigation strategies to address environmental
concerns.

OUTREACH
Prior to applying for the grant, staff received letters of support for the fuel management project
from the surrounding neighbors, including the East Bay Regional Park District, Golden Eagle
HOA, and Kilkare HOA. Staff time will be
required to oversee and administer the grant and consultants, but is not anticipated to be
covered by the grant.
