In 2021, Wood Rodgers,
Inc. was selected for the on-call general civil engineering consultant list and has the requisite
skills and experience to accomplish this project successfully. The project includes the
purchase and installation of standby emergency generators at six pump stations – four water
and two sewer locations.

RECOMMENDATION
1. Approve a professional services agreement with Wood Rodgers, Inc. for design and
construction management services for a not-to-exceed amount of $406,768 for the
Emergency Power Improvements Utility System, CIP No. 21162.
2. Authorize the City Manager to execute the professional services agreement.
3. Appropriate $272,000 from Fund 421 Water Replacement CIP to the Emergency Power
Improvements Utility System, CIP No. 21162.

BACKGROUND
On June 1, 2021, the City Council approved on-call general civil engineering professional
services agreements with four firms selected by a Request for Qualifications (RFQ) process for
the aggregate not-to-exceed total of $750,000 for services between July 1, 2021, and June 30,
2024, with the option of two one-year extensions through June 2026. The City Council also
authorized the Director of Engineering (Director of Public Works after the 2023 reorganization)
to approve individual task authorizations up to $100,000 each and directed that if an individual
task authorization was greater than $100,000, it would be presented to the City Council for
consideration. In addition, the City Council action enables staff to recommend work to be
considered for a separate agreement and not count toward the established not-to-exceed
aggregate amount of $750,000.

DISCUSSION
The City operates 22 pump stations within the water distribution and sewer collection systems.
Each station either has a permanent standby emergency generator or can accommodate a
Docusign Envelope ID: 30A3961D-FFFB-4F58-8CEA-FDACAFB45868
