6 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />March 21 , 2023 <br />Engineering <br />TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT IN THE AMOUNT <br />OF $325,178 WITH DUDEK TO PREPARE A COMPREHENSIVE URBAN <br />FOREST MASTER PLAN (CIP NO. 22773) AND APPROVE A BUDGET <br />AMENDMENT IN THE URBAN FORESTRY FUND IN FISCAL YEAR <br />2022/23 <br />SUMMARY <br />The attached professional services agreement with Dudek in the amount of $325,178 is <br />to prepare a comprehensive Urban Forest Master Plan (UFMP) for the City. The UFMP <br />will include an update to the City's tree inventory, an analysis of and recommendations <br />for the urban forest management, an analysis of the urban forest in relation to the <br />Climate Action Plan 2.0 goals, and an update to the Tree Preservation Ordinance. <br />Preparation of the UFMP will include significant public outreach throughout the process. <br />Dudek was selected for these services based on its qualifications in response to an <br />advertised Request for Qualifications and the subsequent interviews and fee <br />negotiations with staff from the Engineering, Operations Services, and Community <br />Development departments, the City Council allocated $200,000 for the Urban Forest <br />Master Plan, CIP No. 22773, as part of the Fiscal Year 2022/23 Capital budget. <br />Additional funding in the amount of $157,507 is needed to complete the project and is <br />available in the Urban Forestry Fund to fully fund the project. Staff recommends that the <br />City Council approve the professional services agreement with Dudek and approve a <br />budget amendment to the project budget, from $200,000 to $357,507. Preparation of the <br />UFMP is expected to take approximately 18 months and be completed in Fall of 2024. <br />RECOMMENDATION <br />1 . Approve the professional services agreement with Dudek in the amount of$325,178 <br />for the Urban Forest Master Plan and authorize the City Manager to execute the <br />agreement. <br />2. Approve a budget amendment to the Urban Forest Master Plan project (CIP No. <br />22773), increasing its budget by $157,507, from $200,000 to $357,507, in the Urban <br />Forestry Fund (Fund 129) to fully fund the agreement and provide a contingency of <br />approximately $32,000. <br />3.
