Item #11
CITY COUNCIL AGENDA REPORT

August 19, 2025
Library and Recreation

TITLE: CONTINUED FROM JUNE 17, 2025 - INTRODUCE AN ORDINANCE AMENDING
THE PLEASANTON MUNICIPAL CODE TO ADD A NEW CHAPTER 13.20 TO
TITLE 13 ESTABLISHING A PUBLIC ART CONTRIBUTION REQUIREMENT FOR
NON-RESIDENTIAL DEVELOPMENT AND ADOPT A RESOLUTION AMENDING
THE CITY’S MASTER FEE SCHEDULE TO ADD A PUBLIC ART CONTRIBUTION
IN-LIEU FEE

SUMMARY
The City of Pleasanton recognizes the important role of public art in fostering civic pride and
encouraging a sense of place. In August 2024, the City Council affirmed its interest in
establishing a public art contribution and alternative in-lieu fee to provide a sustainable source
of funds to acquire, install, and maintain public art and encourage the provision of public art in
new private development projects. Unique or significant public art pieces can become
landmarks associated with a community. With the support of generous benefactors, the City’s
public art collection has expanded over many years. However, these donations are specifically
allocated for the purchase of art and do not cover installation or maintenance of the artwork.
By implementing a public art contribution with an In-Lieu fee alternative, the City could bolster
its public art collection by creating a continuous source of new art and an alternative funding
source for installing and maintaining public art, alongside the existing donor-advised funds.
Staff recommends the City Council adopt a resolution amending the Pleasanton Municipal
Code (PMC) Chapter 13.16 and establishing a public art contribution with an In-Lieu fee
alternative. This requirement would apply to commercial projects only, a change recommended
since the June 17, 2025 report was published based on public comments and further
consideration of the relative benefits of the requirement for different types of new development.

RECOMMENDATION
Introduce an ordinance adding a new chapter 13.20 to Title 13 of the Pleasanton Municipal
Code establishing a public art contribution requirement for non-residential development
(Attachment 1) and adopt a resolution amending the City’s Master Fee Schedule to add a
public art contribution In-Lieu fee (Attachment 2).

BACKGROUND
PMC Chapter 13.16 describes the purpose of Art in Public Places “to promote the acquisition,
construction, and installment of works of public art in Pleasanton that will foster creativity,
engender civic pride, encourage a sense of community, and enrich the lives of our citizens.”

The City has 45 permanent public art pieces, 19 utility box paintings, and four temporary public
art pieces. These works are located in City parks and facilities, as well as on public streets and
sidewalks, including areas around the Firehouse Arts Center, Alviso Adobe Community Park,
Pioneer Cemetery, and along Main Street. One public art piece is at Kaiser Permanente
Medical Facility on Stoneridge Drive.
