One of the largest challenges to using the Another H.A.P.P.Y. fund has been
identifying funding sources for installation and the long-term maintenance of new art pieces.

Based upon feedback from the City Council on August 20, 2024, the original staff
recommendation included education and programming as an allowable use of the public art
contribution in-lieu fee. At the March 3, 2025 Civic Arts Commission meeting, commissioners
expressed concern and voted to remove education and programming from the recommendation to
City Council. Concerns included that education and programming were overly vague, allowing the
funding to be redirected from public art, which is the primary focus.

Additionally, the Civic Arts Commission requested a fund balance update for the Public Art
Contribution In-Lieu Fee to the commission at both the mid-year and mid-term budget cycles.

Next Steps
• Implement a public art plan, with the assistance of the Commission, to guide the expansion
and management of public art throughout the City
• Update PMC 13.16 to clarify the public art process.

EQUITY AND SUSTAINABILITY
The public art contribution and alternate in-lieu fee will provide a sustainable funding source for
public art acquisition, installation, and restoration in the City of Pleasanton.

OUTREACH
On August 21, 2023, the Civic Arts Commission held a special meeting to approve a letter
requesting the City Council adopt a public art contribution program. A Special Workshop of the
City Council was held on August 20, 2024. This item was presented in a public hearing to the
Civic Arts Commission on March 3, 2025.

STRATEGIC PLAN ALIGNMENT
The proposed amendments to the PMC and the updates to the City’s Master Fee Schedule
advance the ONE Pleasanton Strategic Plan Goals:
• Goal A: Funding our Future to support financial health and sound fiscal policies through
long-term planning, cost recovery, and cost containment
• Goal C: Investing in Our Environment – Strategy 7 to continue to invest in parks, bicycle
Page 350 of 674
