Item #9
CITY COUNCIL AGENDA REPORT

June 17, 2025
Library and Recreation

TITLE: INTRODUCE AN ORDINANCE ADDING A NEW CHAPTER 13.20 TO TITLE 13 OF
THE PLEASANTON MUNICIPAL CODE ESTABLISHING A PUBLIC ART
CONTRIBUTION REQUIREMENT FOR DEVELOPMENT AND ADOPT A
RESOLUTION AMENDING THE CITY’S MASTER FEE SCHEDULE TO ADD A
PUBLIC ART CONTRIBUTION IN-LIEU FEE

SUMMARY
The City of Pleasanton recognizes the important role of public art in fostering civic pride and
encouraging a sense of place. In August 2024 the City Council affirmed its interest in
establishing a public art contribution and alternative in-lieu fee to provide a sustainable source
of funds to acquire and maintain public art and encourage the provision of public art in new
private development projects. Unique or significant public art pieces can become landmarks
associated with a community. With the support of generous benefactors, the City’s public art
collection has expanded over many years. Staff recommends the City Council adopt a resolution
amending the Pleasanton Municipal Code (PMC) Chapter 13.16 and establishing a public art
contribution with an in-lieu fee alternative.

RECOMMENDATION
Introduce an ordinance adding a new Chapter 13.20 to Title 13 of the Pleasanton Municipal
Code establishing a public art contribution requirement for development (Attachment 1) and
adopt a resolution amending the City’s Master Fee Schedule to add a public art contribution in-
lieu fee (Attachment 2).

BACKGROUND
Public art amplifies the cultural landscape of a community, offering residents and visitors
access to artistic expressions that reflect local values, history, and identity. It contributes to the
visual appeal of a city, transforming ordinary spaces into visually engaging, shared spaces
where people can interact. Public art can also boost local businesses by drawing tourists and
encouraging people to spend more time in the area. It can serve as an educational tool,
offering opportunities for learning about different artistic styles, cultures, and social issues.
Engaging with art can positively impact mental well-being, providing inspiration, relaxation, and
a sense of connection to something greater.

The purpose of Pleasanton Municipal Code (PMC) Chapter 13.16 - Art in Public Places is “to
promote the acquisition, construction, and installment of works of public art in Pleasanton that
will foster creativity, engender civic pride, encourage a sense of community, and enrich the
Page 162 of 864
