SUPPLEMENTAL MATERIAL
Responses to City Council Agenda Items — June 17, 2025
Regular Meeting
Agenda Item #8: Adopt a resolution updating the Master Fee Schedule Section V(B)
Police Deaartment Special Permits and Section VIII Recreation
1. Where does PDA events (such as weekend on main) fall in this?
A. This would be in Section V(B) Police Department Special Permits. PDA
would receive the 30% discounted rate as a non-profit organization.
2. It appears that we'll only issue refunds if now cancelled >7 days prior to event,
but with a fee? Why is there a difference in the refund fee between General and
Gingerbread (basis for difference)?
A. That is correct, refunds will be issued if the request is received more than 7
calendar days prior to the start of the program, less the $10 processing fee.
The current practice is to issue refunds if the request is greater than 5
business days before the start of the program. The 7 calendar days is easier
for the end user to understand.
Non-refundable registration fees are a common practice among preschools to
help discourage families from reserving a spot they may not use. Last-minute
withdrawals are often difficult to fill and can impact our ability to plan
effectively. We do not recommend a non-refundable registration fee and have
instead included a higher cancellation fee to address this concern.
3. How (on attachment 2) are we transitioning groups from their FY24 to their
Current Tier (which I presume is FY25)? And how many dollars are we talking
about here?
A. The new rates would be effective July 1. The dollar amounts vary by fee type
and user group and all are outlined in Attachment 5 of the agenda report. The
new fees would be implemented on the registration cycles for the co-sponsor
groups so that they can recoup the increases through their registration fees.
4. Since we've had the garbage challenges from sports event teams at Ken Mercer,
what's the fee / structure for recovery of `damages / trash / etc' type things?
A. We currently charge full rates for staff time and any additional expenses
related to non-compliance with the Co -Sponsor User Agreement. This is
spelled out in the agreement that the user groups sign.
