consultant team will provide any available information required for the MOU and support the
City in reviewing the MOU.
Deliverable:
2.1 Review of the TOD Planning Agreement with BART.
Task 3: Existing conditions, opportunities, and constraints
A.Existing Physical Site Conditions: Conduct an analysis of the existing conditions on the
site including but not limited to title reports, aerial, geotechnical analysis, flood zone
review, mapping existing utilities (water, power, sewer, and high-speed internet).
B.Constraints Evaluation: Provide a summary report inclusive of existing conditions and
constraints, using information in the property’s title report, property survey, a description
of BART ’s infrastructure, and a Basis of Design Criteria memo to be provided by BART
that summarizes known requirements and constraints. This report should include an
assessment of grading, topography, drainage and stormwater requirements for future
development while taking into consideration future flood conditions as identified on
FEMA flood maps. The summary report should also include the findings of the technical
analysis for the Planning Commission and City Council to review and provide direction
on project alternatives. To ensure a comprehensive understanding of constraints, the
consultant will engage with city departments, including Fire, Police, Public Works to
capture any additional requirements.
C.Station Access and Parking Management Strategy: Conduct a site specific station access
and parking demand management study to evaluate the need for and opportunities to
accommodate commuter parking on-site and alternative parking strategies, as well as to
accommodate multi-modal circulation within the site following redevelopment and
enable efficient BART operations. Informed by findings from Task 3B and available
parking utilization and access data, identify multimodal circulation, parking, traffic
demand management, and Station Management approaches consistent with BART TOD
policies. Consider patrons arriving from alternative modes of transportation via LAVTA
transport or via bicycle on the Iron Horse Trail and the new Alameda County Dublin
garage adjacent to the existing BART garage on the Dublin side.
D.Market Analysis: Evaluate demand under a variety of potential future scenarios for
residential, commercial, and institutional floorspace. For commercial and institutional
uses with potential viability, estimate the amount of floorspace and the building
configuration of a typical project, and highlight any unique access or other issues
affecting site design. For institutional uses, identify potential long-term lessees of
floorspace built as part of the redevelopment (e.g. health care, education, government).
Discuss, whether the BART site should anticipate development other than Residential
with a small amount of retail.
