In June 2025, staff added a section to the Library Privacy Policy to align with the City’s broader
Artificial Intelligence (AI) Policy currently in development. This addition ensures that the policy
remains current with evolving technology practices to provide a framework for the use of AI in
City services.

DISCUSSION
Policy updates help ensure that the Library provides accurate information to the public,
maintains compliance with privacy laws and grant requirements, and affirms its commitment to
equitable access to materials and information. The proposed policy affirms the Library’s role in
providing open access to information while protecting user privacy. Policy drafts were reviewed
by the City Attorney’s Office, City IT Department, and the Library and Recreation Diversity,
Equity, Inclusion, and Belonging (DEIB) work group to ensure clarity, legal compliance, and
inclusivity.

If adopted, the new Pleasanton Public Library Privacy Policy will replace the outdated
Confidentiality of Library Records Policy (1999), (Attachment 3), establishing a modern
framework for managing patron data, vendor relationships, and record retention.

EQUITY AND SUSTAINABILITY
A strong library privacy policy ensures that patron personal data is protected and that no
community group is disproportionately affected by data collection or surveillance. Clear privacy
guidelines remove barriers to understanding library resources and foster trust and
inclusiveness with community members, making the library a safe space for all.

OUTREACH
This item was presented at the Library Commission on May 2, 2024, December 5, 2024, and
April 3, 2025.

STRATEGIC PLAN ALIGNMENT
This recommendation aligns with the ONE Pleasanton Strategic Plan Goal, Building a
Community Where Everyone Belongs: Foster community engagement and conduct effective
planning to promote a livable and economically vibrant community.

FISCAL IMPACT
Funding for LDH Consulting Services, $5,963, was budgeted and expended in the FY 2023/24
Library account No. 00152301.

Prepared by: Submitted by: Approved by:

Lia Bushong, Assistant
Director of Library and
Recreation
Heidi Murphy, Director of Library and
Recreation

Gerry Beaudin, City
Manager

Attachments:
1.
