15
Transportation Safety Action Plan
CITY OF PLEASANTON
Subtask 3.4 Identify High Injury Network
TJKM will identify HINs by ranking collision rates over the roadway network for the entire
City. These are the corridors responsible for the greater numbers of people killed or seriously
injured. This is a critical step to identify locations throughout the City that are collision-prone,
so that future collisions can be prevented. Primarily, TJKM will identify the City’s HINs by
ranking collision rates over roadway network. These are the corridors, intersections and
crash cluster areas responsible for fatal and severe injury (KSI) on roadways. At a minimum,
TJKM will identify up to 10 high-risk corridors and intersections.
In addition to the HIN analysis, TJKM will develop a High-Risk Network map that highlights
locations with high potential for serious and fatal crashes, informed by collision analysis
and recent crash history. We will also prepare cut sheets showing recommended safety improvements at the top 5 high-priority locations.
To further refine prioritization, a separate map will be created to show high incident locations specific to pedestrians and bicyclists. This
will help inform a secondary and tertiary priority list of projects, specifically targeting vulnerable road users and enabling phased
implementation based on mode-specific risk.
Subtask 3.5 Community Data
TJKM will collect information regarding traffic safety from the community at large. While much of the information may be anecdotal, it provides
important insight into the history and trends, as people perceive them. Community feedback
helps us to mitigate locations that need attention and have characteristics like other high
injury locations but have not had any collisions. This approach helps us in proactive
implementation of countermeasures systemically rather than traditional reactive approach.
Subtask 3.6 Field Conditions Review
TJKM will conduct field assessment of the HIN, to identify the characteristics of the
infrastructure to assist in identification of safety measures on systemic basis for all modes of
transportation.
Subtask 3.7 Bicycle and Pedestrian Plan Compatibility
Under this task, TJKM will inventory the projects and programs implemented and planned
from the Pleasanton Bicycle and Pedestrian Plan and Plan update to ensure that the safety
projects and measures are not conflicting with the projects that are implemented or
programmed to be implemented.
Deliverables:
Citywide collision data analysis summary for the most
recent five years of available data
Technical Memorandum summarizing the findings and
analysis
Citywide HIN GIS Map
HIN Maps for pedestrians and bicyclists

10 High-risk corridors
10 High-risk intersections
Crash cluster areas
Summary of community data

Highest Concentration of Poverty in Waco Study Area (Source: EPA EJ Screen: Environmental Justice Screening and
Mapping Tool)
