Page 2 of 8 Figure 1: Project Site and Surrounding Area Project Approval Sequence The Avalon Pleasanton residential project (PUD-85-08-1D-4M) was approved in 2013 as a 305-unit multifamily development. The site was one of several rezoned for high-density housing in the 4th Cycle Housing Element. Subsequently, the current owner and Developer, Avalon Pleasanton L.P., acquired the site. On November 11, 2022, the Developer received approval for a modification (PUD-85-08-1D- 5M) to: 1) modify the site layout; 2) revise the exterior elevations of the buildings; 3) change the retail use of the corner building to a daycare center; and 4) modify the related on- and off- site improvements. This modification did not change the residential unit count. On December 27, 2024, the Developer received another modification approval (PUD-85-08- 1D-6M) to add a fifth story, containing thirty-one (31) additional units, to the approved multifamily Podium Building (Podium). This further modification approval added a fifth floor to the Podium and increased the residential unit count by 31 from the previously approved 223 units to the current 254 units in the Podium Building, for a total of 336 units overall. Phased Construction Construction of Avalon Pleasanton is being carried out in two phases: Phase I includes the lower-density unit types, including the Garden Buildings, Townhouse Buildings, and one of the Amenity Buildings.
