SEIR, Addendum, and Negative Declarations, and accordingly, no further environmental
review is needed.

BOARD/COMMITTEE/COMMISSION ACTION
The First Amendment to the Affordable Housing Agreement was administratively approved in
April 2025. The Housing Commission was already disbanded in March 2024, and the changes
were determined to not require Planning Commission review. The Second Amendment to the
Affordable Housing Agreement and alternative compliance proposal have been determined to
only require City Council review and approval, based on applicable provisions of the PMC.

EQUITY AND SUSTAINABILITY
The action directly implements the Housing Element, a key goal of which is to increase
housing opportunities, including opportunities for housing affordable to very low- and low-
income residents - both through the inclusionary requirements, and by creating more
opportunities for partnerships with housing developers. Approval of the proposed project would
allow the construction of 336 multifamily residential units, which include six (6) affordable rental
units, as well as the conversion of 45 market rate units to affordable units. The site is identified
as a housing opportunity site in the 6th Cycle Housing Element Update.

OUTREACH
No additional outreach was conducted as this is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton Strategic Plan goal of Building a
Community Where Everyone Belongs – Strategy 6, which aims to implement the Housing
Element and develop a plan to end homelessness to meet state requirements and provide
opportunities for additional housing and shelter in the community. This project would add a
total of 336 new rental housing units to Pleasanton’s housing stock and convert 45 market
units to affordable units, all of which would provide new housing opportunities for Pleasanton
and Tri-Valley residents, and the Affordable Housing Agreement, as amended, would provide
needed affordable housing opportunities for very low-, low-, and moderate-income Pleasanton
households.

FISCAL IMPACT
The modification to the Affordable Housing Agreement would not cause any direct fiscal
impact.

Prepared by: Submitted by: Approved by:

Steve Hernandez, Housing
Division Program Manager
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager

Attachments:
1.
