Mike Tassano January 31, 2025
to LOS D or better at Santa Rita Road/Stoneridge Drive or Santa Rita Road/Valley Road, and
deteriorates traffic delay to LOS E or worse at the new intersection 4 (El Charro Road/Stanley
Boulevard) and intersection 5 (El Charro Road/Stoneridge Boulevard). On average, the two-lane
extension yields approximately half of the delay reductions that the full extension produces.
Comparing both extension alternatives, a partial extension of El Charro Road would yield smaller
benefits than a full extension, resulting in about half of the average delay reduction. Under this
scenario, no new intersections operate at unacceptable conditions, but the extension would have
an impact on traffic along Busch Road. An extension of El Charro Road as a two-lane roadway
would also result in about half of the average delay reduction compared to the four-lane
extension, with intersections such as El Charro Road at Stanley Boulevard, and El Charro Road at
Stoneridge Boulevard, reaching unacceptable LOS conditions. Overall, the analysis suggests a full
four-lane extension of El Charro Road connecting to Stanley Boulevard is warranted.
Travel Time Assessment
The intersection operations analysis presented for the alternatives above has been used to
estimate travel times along three key routes that would be affected by the extension:
• Main Street/Santa Rita Road between Bernal Avenue and Stoneridge Drive
• First Street/Stanley Boulevard between Bernal Avenue and Valley Avenue
• El Charro Road between Stanley Boulevard and Stoneridge Drive (only for plus
extension scenarios)
The impact of each land use development (Alternatives 1 through 4) on predicted travel times is
modest, which is consistent with the LOS results shown earlier. On average, the increases in delay
produced by these developments are not greater than three seconds per intersection, which is
not enough to substantially impact overall travel times results. For these reasons, only the travel
times of Alternatives 4 through 6 are shown below.
Table 14 presents travel times summaries for the various extension alternatives. Table 15
presents the difference in travel time impacts across these alternatives. These scenarios include all
four project land uses.
