THE CITY OF
i R/+uMvl t
PLEASANTON,
MEMORANDUM
Date: August 19, 2025
To: Mayor and City Council
From: Gerry Beaudin, City Manager 67
Ellen Clark, Director of Community and Economic Development
Re: City Council Meeting August 19, 2025, Item #6 Accept $1,275,000 in 2026
Comprehensive Investment Plan Funds from the Alameda County Transportation
Commission for the West Las Positas Boulevard Multimodal Reconstruction
Project (Phase 2), CIP No. 11514, and the 1-580 Overcrossing Bicycle and
Pedestrian Improvements Project, CIP No. 22570, and authorize related budget
adjustments for revenue and expenditure in Measure F (VRF), Measure B, and
Measure BB funds.
An administrative correction is necessary for this Council item to clarify and adjust the City's
fund number and name for tracking funds being received for both CIPs. While the funding
being provided through Alameda County Transportation Commission for these projects
consists of Measure F, Measure B, and Measure BB funds, this funding is considered a grant,
and staff recommends correcting the City fund number for the revenue and expenditure
associated with this grant for these projects to Fund 162 (Miscellaneous Grants).
Currently, the report identifies Funds 163, 165, and 166 for the individual measure funds.
However, those City fund numbers are utilized for the pass-through funding the City receives
from Measures F, B, and BB. To accurately track and report the pass-through Measure funds,
the grant funding should not be commingled with the regular pass-through funding.
Competitive grants are more typically tied to Fund 162 (Miscellaneous Grants), thus the
recommendation to replace references to Fund 163, 165, and 166 within the report, to Fund
162.
