MEMORANDUM

Date: August 4, 2025

To: Susan Hsieh, Director of Finance
Gerry Beaudin, City Manager

Through: Siew-Chin Yeong, Public Works Director

From: Rita Di Candia, Environmental Services Manager

Subject: Sole Source Justification for Selection of Stormwater and Maintenance and Inspection
Services (SWIMS) Agreement for Trash Net Inspection and Cleaning Services

Recommendation:
PWD Staff recommends entering into this Agreement with Stormwater and Maintenance and Inspection
Services (SWIMS) LLC., to provide inspection and cleaning of up to three (3) City-owned trash capture
nets on an as-needed basis under a two-year contract. Prices include regulatory necessary measurements
of debris categorization inside each net, digital report documentation of inspection/cleanings,
mobilization and demobilization associated with service, fuel costs, transportation and delivery of
materials.

Background:
The City of Pleasanton operates three (3) Net Trash Gross Pollutant Trap netting devices at the Junipero
Creek stormwater outfall, which require inspection and maintenance under the Municipal Regional
Stormwater NPDES Permit (MRP) issued by the Regional Water Quality Control Board (RWQCB), as
part of the City’s Trash Reduction Program. The maintenance of these nets is beyond the scope of work
that can be safely conducted by City staff. PWD staff requested bids for the proposed services needed,
and SWIMS was the only vendor to provide bids for the requested services.

Solicitation Process:
PWD staff sent out a bid proposal for the noted trash net as-needed inspection and cleaning services on
May 28, 2025, with the proposal submittal deadline of June 30, 2025. The bid proposal was sent out to
three (3) potential vendors whom staff is aware of having the ability to facilitate the services needed.
Only SWIMS provided bids for the requested services and the remaining two (2) vendors declined to
submit bids due to logistical and operational concerns.
SWIMS has provided similar satisfactory trash net inspection and maintenance services on these nets in
FY2025 under a Purchase Order and therefore PWD staff is confident with their ability and subject
Docusign Envelope ID: 6D643608-527C-4BD8-9466-767120F07C29
