DR <br />A <br />F <br />T <br /> <br /> <br /> <br /> <br />FY 2024/25 Consolidated Annual Performance Evaluation Report (CAPER) <br /> <br />Citizen Participation <br /> <br />In compliance with the City’s Citizen Participation Plan, the City of Pleasanton provided its <br />residents with several opportunities to comment on the DRAFT FY 2024/25 CAPER. The City <br />solicited public comments by: <br />• Publishing a Public Notice in a locally circulated newspaper Tri-Valley Herald on August <br />21, 2025. Alameda County also published notices regarding the CAPERs of the Alameda <br />County HOME Consortium jurisdictions, which includes all entitlement cities and the <br />urban county, being available for public review from August 29th through September 13th, <br />2025 in ANG newspapers throughout the County. <br />• Posting the draft CAPER report on the City’s website from August 29th through <br />September 13th, 2025. This public comment period meets HUD's 15-day public comment <br />period requirement. <br />• Providing the website link of the draft CAPER to subrecipients, other agencies, and those <br />on the City’s CDBG distribution list. <br />• Holding a public hearing to solicit public comments on the draft CAPER at the City of <br />Pleasanton Human Services Commission meeting on September 3, 2025. <br />• Collaborating with the Alameda County HOME Consortium to hold an in-person public <br />hearing on the draft CAPER on September 10, 2025. <br />Written comments or inquiries were instructed to be submitted to Steve Hernandez, Housing <br />Manager, at shernandez@cityofpleasantonca.gov or at 925-931-5007. <br /> <br /> <br /> <br />Page 55 of 61
