Alameda CTC Agreement No. A25-0014
Project No. 25ALA09

Appendix A – Page 3
APPENDIX A-2
PROJECT SCOPE DETAIL BY PHASE

The ALAMEDA CTC ADMINISTERED FUNDS obligated by this AGREEMENT are to support the project
phase(s) identified and described below:

OPERATIONS
• ALAMEDA CTC funds obligated in this AGREEMENT are for the operations of the Pleasanton
Trip Reduction Program, as described in Appendix A-1, for two fiscal years, FYs 2024-25 & 2025-26.
Eligible activities include the purchase of incentives for program participants, including transit
tickets, the design and production of program brochures and other promotional materials, and data
collection/surveys.

• TFCA funds are to be used for trip reduction activities that exceed those required by any law, rule or
ordinance. For employer-based programs, this means that TFCA funds may not be used to fund
activities that provide and/or subsidize benefits that an employer is already required to provide
through the Bay Area Commuter Benefits Program.

• TFCA funds in this AGREEMENT cannot be used to fund activities that are part of programs that
already receive BAAQMD TFCA funds, such as Bike East Bay’s Bike to Wherever Day and Alameda
CTC’s Countywide Transportation Demand Management (TDM) Program. For example, Alameda
CTC’s Countywide TDM program contributes to a certain number of Bike Safety Education classes
provided by Bike East Bay. Additionally, Bike East Bay receives funding directly from BAAQMD for
Bike to Wherever Day promotion. Costs for activities that are separate from or in addition to the
BAAQMD TFCA-funded scope of those programs would be eligible for reimbursement under this
AGREEMENT.

The annual targets for each program component include:

Project Component
Target
Number of
Events
Target
Number of
Locations (e.g.
stations or
schools)
Target
Number of
Recipients
Employer and Residential Programs
Bike to Wherever Day 1 2 1,000 *
Bicycle Safety Classes 1 1 40
School-Based Programs
Bike to School Day 1 8 1,200
Bike tune-ups & helmet fitting 3 3 300
Walk to School Day 1 9 8,000
Try Transit ** n/a 5 1,400

* Target number of visitors to the energizer stations
** Project Sponsor will provide transit passes for the schools to distribute to students.

Docusign Envelope ID: B0F13DA5-E6D2-420E-BD8C-048D0AAD0904Docusign Envelope ID: 4B279865-AC5E-450B-B9B2-8E1EF5B6BFC9
