2
Xaviera,
The purpose of this email is to summarize the conversations you and I have had this week regarding my
proposal, additional needs the City has that are not addressed in my original proposal, and a proposed
schedule for the processes.
Proposed Addendum
Based on our conversation, it is my understanding that the City would like me to handle negotiation of
salary and benefit changes for the city manager and city attorney following the completion of the
performance evaluation processes. This activity was not referenced in the City’s RFP and was not
included in my scope of work. I am willing to conduct this additional work for an additional fixed price fee
of $5,000. The additional scope of work would read as follows:
8. Negotiate Salary and Benefit Adjustments for City Manager and City Attorney
Following completion of the performance evaluation processes for the city manager and city
attorney, I will negotiate salary and benefit adjustments on their behalf with the City Council. I
anticipate that this will involve the following steps:
Separate meetings with the city manager and city attorney to ascertain their desired
adjustments to compensation and benefits.
Coordination with the Human Resources Department, who will collect market data on
salaries and benefits for the two positions. I anticipate that the department will also
provide information regarding the relationship of current salaries to other positions in the
organization, any adopted policies that may exist regarding benchmarking policies to
comparison agencies, and any other information relevant to City compensation policies.
An initial meeting in closed session with the City Council to present the city manager’s
and city attorney’s desired compensation and benefit proposals. If the Council is unable
to come to agreement on a proposed response to the appointee’s requests, an additional
meeting with the City Council may need to be scheduled.
Once agreement has been reached between the City Council and appointees on the
parameters of possible compensation adjustments, I will work with the City’s outside legal
counsel to draft proposed amendments to the appointee’s contracts and prepare an
accompanying report to Council to be placed on a regular City Council agenda.
I will attend the City Council meeting to present the report and answer questions from the
City Council.
Please note that all meetings with the City Council, Human Resources Department, and appointees
will be conducted virtually via Zoom or Teams; I will not attend any of these meetings in person. If
the City later determines that they would like me to physically attend a meeting, an additional fee of
$1,000 plus actual travel expenses to and from Mendocino, California will be charged for each
meeting.
Docusign Envelope ID: 516AF49D-2735-491F-A208-3EC4B34CC4C1
