Item #20
CITY COUNCIL AGENDA REPORT

July 15, 2025
Public Works - Engineering Division

TITLE: APPROVE A FIRST AMENDMENT TO THE PROFESSIONAL SERVICES
AGREEMENT WITH SCI CONSULTING GROUP, INC. FOR $36,270 FOR A
TOTAL NOT-TO-EXCEED AMOUNT OF $100,960 AND EXTEND THE TERM TO
PROVIDE ENGINEER'S REPORTS AND PROPOSITION 218 BALLOT
PROCEDURES FOR THE PONDEROSA-DEL PRADO, WINDSOR, AND BONDE
RANCH LANDSCAPE MAINTENANCE DISTRICTS AND ENGINEER’S REPORTS
FOR THE OAK TREE FARM AND MOLLER RANCH LANDSCAPE
MAINTENANCE DISTRICTS

SUMMARY
On October 1, 2024, the City Council approved a professional services agreement with SCI
Consulting Group, Inc., for a not-to-exceed amount of $64,690 to provide financial and
engineering services for the City’s Landscape Maintenance Districts (LMDs), including a
Proposition 218-compliant voting process for the Ponderosa-Del Prado and Moller Ranch
LMDs. Those services were temporarily placed on hold to conduct further research into the
formation of each LMD in preparation for a change to assessments for Fiscal Year 2025/26.
On June 17, 2025, the City Council adopted resolutions approving the Engineer’s Reports for
the City’s five LMDs, including public outreach for a Proposition 218-compliant voting process
for the Ponderosa-Del Prado, Windsor, and Bonde Ranch LMDs. The Engineer’s Reports for
all five LMDs allocated funding for the proposed services from SCI.

Staff recommends approving a first amendment to the agreement with SCI for an additional
$36,270, for a total not-to-exceed amount of $100,960 to provide the additional scope of work
required for the districts and extend the term of the agreement through December 31, 2026.
The Landscape Maintenance District reserves fully fund the costs for the project.

RECOMMENDATION
Approve and authorize the City Manager to execute a first amendment to the professional
services agreement with SCI Consulting Group, Inc. for $36,270 for a total not-to-exceed
amount of $100,960 and extend the term through December 31, 2026, to provide Engineer’s
Reports and Proposition 218 balloting procedures for the Ponderosa-Del Prado, Windsor, and
Bonde Ranch Landscape Maintenance Districts, and Engineer’s Reports for the Oak Tree
Farm and Moller Ranch LMDs.

BACKGROUND
The Landscaping and Lighting Act of 1972 authorizes local agencies to impose an annual
assessment on real property benefiting from project-specific improvements to pay for the
construction and maintenance of landscaping and lighting special improvements that benefit
those parcels. The Alameda County Assessor’s Office collects the assessments to be applied
to each owner’s property tax bill.

Docusign Envelope ID: 44B46978-8C9D-4351-9282-8253FD108A26
