SCI Proposal for City of Pleasanton
May 22, 2025
Page 4
The measure was successful, and the new assessments were added to the property tax roll starting in
fiscal year 2019.

CITY OF WATSONVILLE
231 Union Street
Watsonville, CA 95076
(831) 768-3240
Contact: Nick Calubaquib, Parks and Community Services Director
Email: nick.calubaquib@cityofwatsonville.org

SCI is currently engaged with the City to provide assessment engineering, a Proposition 218-compliant
Engineer's Report, and a Proposition 218 Ballot proceeding to increase the current annual assessment for
their existing Vista Montaña Landscape and Lighting Maintenance Assessment District. Assessment ballot
results are pending.

ORGANIZATION
If selected for this project, Edric Kwan, Senior Vice President, will serve as the
assessment engineer-of-record and will prepare the Engineer's Reports with
special and general benefit findings. Melanie Lee, Senior Consultant, will be
the project manager and the City's day-to-day contact. John Bliss, President
of SCI, will serve as the principal-in-charge and will provide support and peer
review. Such a collaborative, team-based approach helps to ensure the City's
objectives are well understood and accomplished and all technical and
procedural requirements are met. Their bios are provided below.

Edric Kwan, P.E., Senior Vice President, License No. C62829 (ENGINEER-OF-
WORK)
Mr. Kwan has 25 years of experience serving the public works
industry. His last 20 years have been in the public sector, with
13 of those years in public works director and city engineer
roles for the County of Alameda, the Cities of Richmond and
Martinez, and the Town of Moraga. During his municipal career, he oversaw
revenue compliance requirements for two sanitary sewer districts, one water
district, nine landscaping and lighting districts, two pavement sales tax
measures, five cleanwater programs, nine flood control zones, and one well
standard program.

Mr. Kwan's firsthand experience relating to the financial challenges of maintaining public infrastructure,
including dealing with costly emergency infrastructure failures, led him to join SCI in 2022 to assist other
agencies with meeting their revenue needs. He currently serves as the Levy Administrator and Lead
Assessment Engineer for the annual administration of Alameda-Contra Costa Transit District's Measure
C1 Parcel Tax; Culver City Unified School District's Measure K Parcel Tax; City of Diamond Bar's Landscape
Assessment Districts No. 38, 39-2002 and 41-2021; City of Menlo Park's Landscape Assessment District
and Stormwater Management Plan Regulatory Fee; and Monterey County Mosquito Abatement District's
Mosquito and Disease Control Assessment.
Docusign Envelope ID: B1FD95A1-E488-46B7-8C39-6792DCB09322Docusign Envelope ID: 44B46978-8C9D-4351-9282-8253FD108A26
