170 Dogwood Lane, Vallejo, CA 94591 <br />www.dkfsolutions.com 1 <br />This proposal is made on June 4, 2025, by and between DKF Solutions Group, LLC (hereinafter referred to as <br />DKF) and the City of Pleasanton, CA (CITY). This proposal is valid until August 30, 2025. <br />QUALIFICATIONS: DKF Solutions Group, LLC and its principals have provided risk control consulting services, <br />including CalOSHA and CA State Water Resources Control Board (SWRCB) compliance, for the following <br />public agency risk pools: <br />•CA Sanitation Risk Management Authority (CSRMA) and their 60 sanitation City members since 1999. <br />•Redwood Empire Municipal Insurance Fund (REMIF) and their 15 members cities 2008-2021. <br />•Small Cities Organized Risk Effort (SCORE) and their 18 member cities since 2013. <br />•Association of Bay Area Governments Pooled Liability Insurance Network (ABAG PLAN) and their 29 <br />member cities since 2004. <br />•CA Joint Powers Risk Management Authority (CJPRMA) and their ~100 member entities since 2007. <br />DKF Solutions Group’s qualifications also include: <br />•Principals have over 50 years combined experience providing full-range CalOSHA and SWRCB <br />compliance services. <br />•Clients include over 300 cities and special Citys in California. Services provided include, among <br />others, CalOSHA and SWRCB compliance. <br />•Annually trains more 1,000 public works and water/wastewater utilities employees on topics related <br />to CalOSHA and SWRCB compliance. <br />SCOPE: CITY has requested a proposal for the services described on Attachment 1. <br />DELIVERABLE(S): Policies, plans and all custom developed interactive online training courses will be delivered <br />via Dropbox or similar electronic file transfer service in a format compatible with any major web browser, <br />SCORM-compliant learning management system or the DKF mobile application, Smart SOP. Policies and <br />plans will be delivered as secure pdf files. <br />TERMS: <br />1.CITY will provide staff time to work with DKF to gather technical information necessary to complete <br />SCOPE. The staff provided by CITY will have the technical knowledge, expertise, and/or written materials <br />necessary for DKF to make technically correct evaluations. <br />2.All meetings or other work involving DKF, CITY and CITY-provided vendors will be scheduled at mutually <br />agreeable dates and times. <br />3.Unless expressly agreed to in writing by all parties, the recording of any training material, sessions, or <br />trainers is strictly prohibited. This includes, but is not limited to, audio recordings, video recordings, and <br />screen captures. <br />4.Trainer materials, including Powerpoint or other electronic presentation materials are considered <br />proprietary and will not be shared except as secure pdf student handout materials. <br />SUBCONTRACTORS: DKF routinely subcontracts with subject matter experts to provide the highest quality <br />policy and procedure development and training services. DKF reserves the right to subcontract subject <br />matter experts in instances where CITY will be best served by subcontracting a particular service. <br />COMPENSATION: As described on Attachment 1. All invoices are due net 30. <br />AVAILABILITY: DKF Solutions Group is available after June 15, 2025 to provide the services described in <br />SCOPE. <br />STANDARD OF CARE/WARRANTY: DKF Solutions Group will perform the work under this Agreement as an <br />independent contractor and in accordance with generally accepted professional practices.
