The City's water rate study and cost-of-service
analysis were conducted by an independent
consultant, Water Resources Economics, and are
available online. The study and the resulting rate
recommendations were determined in accordance
with Proposition 218 and the City's financial and
infrastructure needs. This included the City's Water
System Management Plan and financial plan, which
identified more than $73 million in essential
improvements over the next five years to ensure the
safety and reliability of Pleasanton's water system.
Customer impacts vary by meter size and water use,
and most customers will see smaller, incremental
increases. The City has provided a rate calculator,
FAQs, and bill comparison charts online, allowing
each customer to review their specific impact.
While the City reviewed and discussed potential
changes to its existing Senior and Low-Income
Discount Programs, no changes have been proposed
at this time.
At this time, the City will continue to offer a 20%
discount for seniors (65 years or older) and a 30%
discount for qualified low-income households,
limited to 30 CCF of bi-monthly usage. These
programs, which assist over 3,400 customers each
year, are funded by the City's General Fund, since
Proposition 218 prohibits discounts from being
funded through water rates.
