Page 2 of 7 <br /> <br /> <br />With the upcoming City Council consideration of water rate updates, which would be effective <br />January 1, 2026, and sewer rate updates, effective July 1, 2026, staff researched the utility bill <br />discount program and found that the current discount program should be updated to clarify the <br />eligibility criteria and better align the programs with other water distributors in the Tri-Valley <br />region. <br /> <br />At a City Council meeting on May 6, 2025, staff discussed potential changes to the existing <br />senior and low-income discount programs and received feedback from the City Council to <br />return with a revised proposal that offers a broad eligibility for the discount that considers the <br />higher cost of living in Pleasanton. Staff developed a draft recommendation for City Council <br />discussion and feedback. <br /> <br />DISCUSSION <br />Staff conducted research on utility billing discount programs with neighboring cities in the Tri- <br />Valley Region.
