City of Pleasanton <br />Emergency Operations Plan <br /> vii June 2025 <br />Disclosure Exemptions <br />While sections of this document may be available for public review, other portions may contain sensitive <br />information relevant to the emergency response operation of the City of Pleasanton. Portions that include <br />information with significant implications on City, County, State, and/or national security are placed in <br />attachments that are exempt from public disclosure under the provisions of the California Public Records <br />Act § 7920 et seq. <br />Liability Exemption <br />Incident response sometimes requires that decisions occur under adverse conditions and situations. <br />Government agencies and entities operating in concert with the EOP shall not be liable for injury, death, <br />or loss of property except in cases of willful misconduct or gross negligence. <br />Adherence to the Plan (EOP) <br />Information provided in this plan and appendices is guidance and not policy. Decisions and directions <br />about the most appropriate approach and course of action for response and recovery may be influenced <br />by various factors and will be determined based on the best information available at the time. <br /> <br />Page 204 of 264
