As part of the Cal OES Coastal Region, Pleasanton and Alameda (County)
OA are part of Mutual Aid Region II.
The system includes a number of discipline-specific mutual aid systems that operate through designated
mutual aid coordinators at the OA, regional, and state levels. Mutual aid requests are coordinated within
their geographic area before unfilled requests are forwarded to the next level. Mutual aid requests that
do not fall into one of the discipline-specific mutual aid systems are handled through the emergency
services mutual aid system and by emergency management staff at the local government, OA, regional,
and state levels.
2.3. National Incident Management System
NIMS provides a comprehensive national framework for incident management applicable at all
jurisdictional levels and across all functional disciplines. The majority of NIMS requirements apply to the
City of Pleasanton, including the adoption of ICS. Additional elements of NIMS outline coordination
between Federal agencies and the use of Federal assets and resources.
NIMS is built on the following three components:
• Resource Management
• Command and Coordination, including the ICS
• Communications and Information Management
Page 211 of 264
