City of Pleasanton | Stormwater System Management Plan | PWD 25.601 | PAGE 18
Task 4.3 – Maintenance, Rehabilitation, and Replacement Plan
Wood Rodgers will develop a maintenance, rehabilitation, and replacement plan that summarizes the survey and inspection;
describes the storm drain and pump station assessment results; and recommends activities and work to restore drainage facility
condition and maximize their useful life for up to 46 projects. Based on Wood Rodgers’ inspection and condition assessment
experience, there is generally a 20% to 30% chance that the inspected facilities are in critical condition and require maintenance,
rehabilitation, and replacement recommendations. That probability translates to 46 projects out of the 180 sites proposed to be
inspected in Task 4.2.
Wood Rodgers will recommend maintenance activities, rehabilitation work, and replacement projects to address deficiencies in
critical condition based on field assessments, the remaining useful life of facilities, and cost effectiveness. When a facility is near the
end of its useful life or the rehabilitation cost is greater than the replacement cost, replacement work is recommended over
rehabilitation work. When the improvements recommended to address deficiencies require substantial resources and planning for
implementation, the improvements are categorized in the Capital Improvement Plan described in Task 5.
The need and extent of rehabilitation and replacement work will be estimated from the inspection reports and site photos for the
inspected facilities with “critical” and “poor” structural condition ratings. The inspected facilities with a “poor” rating are
recommended for continued monitoring in case they become “critical.” Inspected facilities with a “critical” rating are recommended
for improvement, either through a capital improvement or more minor rehabilitation/replacement.
Deliverable(s): Maintenance, Rehabilitation, and Replacement Plan for 46 projects
EXHIBIT A
Page 175 of 376
