database with the new assets collected by Kayuga.

On May 17, 2022, the City Council awarded a contract to MaintStar, Inc. (MaintStar,) in the
amount of $540,442 for updating and providing computerized maintenance management
system (CMMS) services through June 2027. On April 16, 2024, the City Council awarded an
agreement in the amount of $61,730 to GHD for integration of data collected through the AMP
into the CMMS, as well as an agreement to Kayuga. for Phase 1 and Phase 2 of the AMP (CIP
No. 24460). On February 4, 2025, the City Council approved an amendment to the agreement
with Kayuga in the amount of $175,000 for Phase 3 of the AMP.

DISCUSSION
GHD, Inc. supported the City with the selection and initial update of the MaintStar, cloud-based
software, and their assigned project manager was uniquely qualified to provide the integration
of data collected by Kayuga Solution into the City’s MaintStar, database. However, GHD
informed the City that this project manager was no longer with the company and proposed a
replacement staff member who lacked comparable experience and familiarity with the City’s
assets and systems. During discussions with MaintStar, staff learned that GHD’s former
project manager had joined MaintStar and was available to perform the required integration
work.

In addition, the Asset Management Plan has significantly increased the number of identified
assets, exceeding the original scope of services anticipated for data integration. MaintStar has
also identified the need for hosting services through an application programming interface
(API) to enable ongoing data transfer between the Kayuga Solution database (IRIS) and the
MaintStar database.

Staff recommends canceling the contract with GHD, Inc. and approving a fourth amendment to
the agreement with MaintStar, Inc. in the amount of $90,450 to provide the expanded
integration services and two years of API hosting services.

EQUITY AND SUSTAINABILITY
This project supports the City Climate Action Plan (CAP 2.0) goal of reducing community
greenhouse gas emissions and increasing buildings and energy resilience within the Buildings
and Energy Strategy section by helping to identify assets that are nearing end-of-life and a
providing an opportunity for implementing the supporting actions outlined in Strategies BE-1
and BE-2.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP) and
Strategy 2 – Develop an Asset Management Plan. The Asset Management Plan will promote
the effective use of existing facilities and infrastructure through maintenance and repair to
benefit the community with a focus on environmental stewardship and to address
comprehensive long-term planning to meet current and future needs.

Docusign Envelope ID: 494E2002-D93F-45A9-B427-BE20A58023A5
