Habitat for Humanity East Bay/Silicon Valley (Habitat) had been administering the
City's Housing Rehabilitation Program since October 2016; however, in May 2024, Habitat
informed City staff that the organization had elected to no longer serve as the City's program
administrator, effective June 30, 2025.

City staff collaborated with the City of Livermore, which was seeking to reinvigorate a similar
local program, to issue a joint Request for Proposals (RFP) in January 2025. Spectrum
Community Services (Spectrum) was selected through the RFP process to serve as the new
housing rehabilitation program administrator for the Cities of Livermore and Pleasanton. Staff
is recommending that the City enter into a new professional services agreement with Spectrum
to provide the required housing rehabilitation program administration services for Pleasanton.
Spectrum will have a separate contract with Livermore to administer Livermore's housing
rehabilitation program.

RECOMMENDATION
1. Approve and authorize the City Manager to execute the attached contract with
Spectrum Community Services, for Housing Rehabilitation Program Administration
Services for July 1, 2025 through June 30, 2026, including $71,250 in Federal HOME
funds for housing rehabilitation grants, and $23,750 in LIHF funds for program
administration, for a contract total of $95,000.
2.
