Tier 2 clients have incomes between 60% SMI and
80% AMI, and are eligible for the traditional rehabilitation services that include HVAC repairs,
safety hazards, and code violation corrections.

Amendments/Extension of Agreements
City staff recommends that the City Council authorize the City Manager to administratively
approve all permissible amendments/extensions to the agreements to extend the terms of the
agreements and provide additional compensation, in accordance with the City's contracting
policy. Agreements may be extended up to five years or a cumulative compensation of
$475,000, but extensions are also subject to available budget and the City's assessments of
the agency's performance.

EQUITY AND SUSTAINABILITY
The action directly implements the Housing Element goal of conserving and improving the
existing housing stock in Pleasanton. The Housing Rehabilitation Program provides grants
and/or loans to low-income Pleasanton homeowners in need of health and safety repairs in
their homes. These grant funds help vulnerable populations remain part of the Pleasanton
community and provide them with needed support and assistance to repair their homes and
age in place in their homes.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action advances ONE Pleasanton Strategic Plan goals of Building a Community Where
Everyone Belongs, Strategy 6 to implement the Housing Element and to end homelessness
and provide opportunities for additional housing shelter in the community, and Strategy 12 to
streamline housing, human services, and community grant programs to increase program
participation and access.

FISCAL IMPACT
As summarized in the budget table, if approved as recommended, the City Council would
authorize a contract with Spectrum covering a total of $95,000 for the Housing Rehabilitation
Program for fiscal year 2025-26. The proposed fiscal year 2025/26 budget currently includes
$55,000 in federal HOME Investment Partnerships Program (HOME) funds in account
12430702-430107-17903 and $60,000 in the City Lower Income Housing Fund (LIHF) funds in
account 12230700-430107-17903. Adjustments will be made in the midyear budget process as
necessary to reallocate funding as outlined in the budget table. Future approved contract
extensions and amounts will be subject to available funding in those years (up to five total
years and $475,000 in funding over the term of the contract).

Prepared by: Submitted by: Approved by:

Steve Hernandez, Housing
Division Program Manager
Ellen Clark, Director of Community
Development

Gerry Beaudin, City
Manager
Docusign Envelope ID: F9A59956-EB04-41D8-A4CD-510357AEEC7D
