Page 7
EXHIBIT A

CITY OF PLEASANTON
HOUSING & HUMAN SERVICES GRANT (HHSG) PROGRAM
BETWEEN

CITY OF PLEASANTON
AND
CALICO Center

JULY 1, 2025 THROUGH JUNE 30, 2026

Project No. 2026087
Pleasanton Child Abuse Prevention

The project to be undertaken by CALICO Center shall involve:

CALICO intends to conduct 12 forensic interviews with children who have experience sexual or physical abuse, offering support
services to 10 caregivers of the Pleasanton victims, and coordinating a multi-disciplinary response to address allegations.

Forensic interviews serve as the foundation of child abuse investigations, as a child's statement can often be the primary
evidence to ascertain the occurrence of a crime, ensure the child's safety at home, or assess the adequacy of protection in a
licensed facility. For many children, their CALICO interview marks the first instance where they fully articulate their experiences,
services as a crucial initial step towards healing when handled appropriately. CALICO creates a welcoming environment for
children, where skilled interviewers engage with each child individually, asking non-leading, developmentally appropriate
questions to elicit the child's account of the abuse. The interview is recorded, and the investigating team, (including PPD
detective, child welfare worker, and prosecutor) observes from another room.

The project shall conform substantially to the scope of work described above. [However, the targets and service
goals noted in the application may be adjusted proportionately to reflect a reduction in funding between the amount
requested and the amount approved.] Any request to modify the scope of the project shall be submitted to the City
of Pleasanton’s HHSG administrator in the form of a letter. Requests shall be processed as follows:

a) If the proposed change is in substantial conformance with the original project scope as determined by the
City’s HHSG program administrator, the change may be approved by City staff.
b) If the proposed change is in partial conformance with the original project scope as determined by the City’s
HHSG program administrator, the change will be submitted for review and approval by the City’s Human
Services Commission and/or Housing Commission.
c) If the proposed change is not in conformance with the original project scope as determined by the City’s
HHSG program administrator, the change will be submitted for review and approval by the City’s Human
Services Commission and/or Housing Commission and then submitted for approval by HUD in the form of a
change to the Annual Action Plan.
Docusign Envelope ID: B21246AE-3FF6-4C9E-A141-7785634AEE91Docusign Envelope ID: 77A0014C-F2E2-4143-9C2C-7F35A9E88E14
