/>implement, and manage municipal communications and public outreach campaigns successfully. Below are recommended and
suggested activities based on the activities discussed and Wood Rodgers’ proposed scope of work including:
Key Messages and Proof Points ‐ Craft key messages about the City’s efforts. These messages are essential to create consistency in
outreach materials and activities. In addition, we will include proof points, which are the facts that make the message valid and
relevant. This document streamlines all outreach materials and provides a long‐term resource for communicating with your target
audiences.
Target Audiences ‐ A list of primary target audiences will be considered. These audiences will help frame the key messages and
public outreach methods selected. The City has a wide variety of audiences, including:
Customers
City Council
City Commissions
City Advisory Groups
Staff
Elected Representatives
County Representatives
Chamber of Commerce & Local Businesses
Community Groups
Developers
Contractors & Other Related Project Partners
Homeowner/Property Owner Associations
Youth
Collateral Materials ‐ Our team can create various professionally designed materials. These materials can be distributed in person,
by mail, online, email, or text message. Examples include:
Outreach Flyers
Project Fact Sheets
Construction Notices
Print/E‐Newsletter Articles & Graphics
Bill Inserts
Notice of Intent Postings
Public Notices
Door Hangars
Lobby Brochures
Event Display Boards
Community Meetings ‐ Assist Wood Rodgers in planning and hosting three to five community meetings. Areas of
support include identifying locations, creating promotional materials such as a social media post and flyer,
organizing event logistics, developing presentation materials and talking points, and display boards, as needed.
These meetings can be held in person at a City facility,
community group meetings, or virtually. Virtual meetings can be conducted live in a webinar format with
attendees or recorded to be posted online for viewing at any time.
Webpage and Updates ‐ Create a proposed layout and copy for suggested subpages or news items on the City’s
website related to the Stormwater System and Management Plan. All content will be written in simplified language
and designed to be interactive and informative. This includes illustrative maps, hotlines, contact information,
photos, project information, and links to other relevant information, including City actions, related legislation,
compliance requirements, project documents, collateral materials, City Council meeting updates, etc.
Research & Development ‐ Our team has extensive experience working with opinion research firms to conduct
qualitative and quantitative research, such as focus groups or community polling, to inform communications and
outreach initiatives. For example, this research can assist in the development of effective messaging by audience
type, identifying appropriate outreach channels,
and/or project and policy development. In addition, we can develop informal, online survey tools for the City to
gather casual feedback and insight from the community using tools such as Survey Monkey, Qualtrics, or Google
Forms. For example, developing a dedicated storm drainage hotspot reporting system to identify community
flooding concerns and drainage facility failures to inform the development of the Stormwater System Management
Plan. Lastly, we recognize the importance of analyzing and using existing City research information from tools such
as FlashVote or past community surveys to better inform strategic communication outreach tools and programs.
Social Media Campaigns, Ads, and Posts ‐ Develop ongoing posts related to the City’s existing stormwater system,
related topics such as storm watch and sandbag offerings in the community, and planned improvement projects as
part of the Stormwater System Management Plan. This includes creating social media visuals and content with
suggested posting dates for City staff. These will be readily available and organized in Canva, an online graphic
design service, for ease of use by staff. Posts will include various types and visuals, including stationery designs,
before and after photos, drone footage, time‐lapses, community polls, stories, reels, and videos, based on what is
available. Social media posts are not created equal, meaning these designs and content will be customized for the
EXHIBIT A
Docusign Envelope ID: DF86282A-2A84-404C-9F8A-A035AEFBCFF8
