The City intends to use this study to establish
and prioritize storm drainage capital improvement projects, identify permitting requirements,
and develop improved maintenance and management practices and standards that address
water quality issues consistent with the City’s National Pollutant Discharge Elimination System
(NPDES) stormwater discharge permit and other associated stormwater management
guidelines and regulations.

Financial sustainability for operations and maintenance, regulatory compliance, and capital
facility improvements is an overriding concern for many agencies owning and operating
stormwater drainage facilities. Agency General Funds are typically insufficient to cover the
ever-increasing costs; therefore, agencies have looked at other forms of funding, mostly
through property-owner-approved stormwater utility fees.

DISCUSSION
This Stormwater System Management Plan (Plan) will assess the adequacy of the existing
infrastructure through development of a hydraulic model and condition assessments, leading to
a 20-year Capital Improvement Plan. This plan will also assess the regulatory environment,
and the cost to maintain regulatory compliance, along with assessment of staffing
requirements for operations and maintenance. All of these unique costs will be used to drive
decision-making for revenue generation, planning and actions by 2029.

A Request for Proposals (RFP) for professional services was advertised on April 29, 2025, for
the development of a Stormwater System Management Plan. On June 18, 2025, four
proposals were received from Wood Rodgers, Inc., Carollo Engineers, Woodard & Curran, and
BKF Engineers. After reviewing the proposals, all four firms were invited to panel interviews on
July 9, 2025. Based on the evaluation criteria in the RFP, Wood Rodgers was unanimously
selected as the most qualified firm.

Staff recommends that the City Council authorize the City Manager to enter into an agreement
with Wood Rodgers, Inc. to develop the Stormwater System Management Plan.

EQUITY AND SUSTAINABILITY
Staff followed the City Procurement Policy for purchasing procedures and previously approved
Council provisions.

OUTREACH
No outreach has been conducted to date. However, community workshops will likely be held
during the development phase of the Plan to describe the goals of the plan and elicit
community input and support. The Plan includes scope to seek support from property owners
to collect stormwater utility fees to fund operations and maintenance costs, as well as capital
improvements.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide strategic goal of Funding our Future, Strategy 1
– Develop a long-term strategy of funding operation and maintenance needs to assure
Docusign Envelope ID: DF86282A-2A84-404C-9F8A-A035AEFBCFF8
