While the City Attorney’s Office provides general legal
services to the department, labor negotiations require dedicated support from counsel
experienced in negotiating public safety and general employee labor agreements and
interpreting applicable labor laws.

For more than 14 years, BWS has supported the City’s labor relations efforts, including an
agreement for fiscal year 2025 that covered the initiation of negotiations with IAFF, IAFF-BC,
and PCEA. As the City finalizes successor agreements with IAFF and IAFF-BC and continues
negotiations with PCEA, ongoing legal support from BWS is essential to ensure consistency,
continuity, and compliance throughout the bargaining process. The Human Resources
Department requests authorization to enter into a professional services agreement with BWS for
fiscal year 2026.

Financial Impact:
The Human Resources Department’s budget will fund the professional services agreement
(00118000-430101).

Thank you
Docusign Envelope ID: 610B4B74-AB0F-430C-91D3-9D0172BDE2E2
