4400 Black Avenue Redevelopment – Transportation Assessment January 8, 2025
9

Existing Plus Project Conditions
Motor vehicle traffic impacts are assessed based on the volume of motor vehicle traffic generated by
the project. A comparison of intersection LOS with and without the project is conducted to assess
potential impacts.
The volume of peak-hour motor vehicle traffic added to the roadway system and study intersections
is forecasted using a three-step process.
• Trip Generation – Forecasts the amount of traffic added to the roadway network (included in
Table 1),
• Trip Distribution – Predicts the direction of travel to and from the project site,
• Trip Assignment – The new vehicle trips are assigned to specific street segments and
intersection turning movements.
Trip distribution is a process that determines in what proportion vehicles would be expected to travel
between the project site and various origins and destinations outside the project study area and also
determines the various routes that vehicles would take from the project site to each destination using
the calculated trip distribution. Trip distribution assumptions for the Project were developed based on
existing travel patterns, knowledge of the study area.
The Project trip distribution for traffic vehicles is described in the list below:
• 100% of traffic to and from the intersection of the Project Site and Black Avenue.
o 30% of traffic to/from the west of the project access point along Black Avenue.
o 70% of traffic to/from the east of the project access point along Black Avenue.
• 70% of traffic to and from the intersection of Black Avenue at Santa Rita Road.
o 35% of traffic to/from the south of the intersection along Santa Rita Road.
o 35% of traffic to/from the north of the intersection along Santa Rita Road.
Figure 3 illustrates the anticipated distribution of project vehicle trips.
Figure 4 illustrates the anticipated inbound and outbound trip assignment at the study intersection,
based on the trip distribution assumptions previously stated.
The analysis of Existing plus Project LOS at study intersections is based on the addition of project
vehicle trips to existing traffic volumes.
Figure 5 illustrates the Existing plus Project AM and PM peak hour vehicle turning movement volumes
at the study intersection.
