Accuracy and completeness of record
information varies among information sources, including government sources. Record
information is often inaccurate or incomplete. The Environmental Professional is not obligated
to identify mistakes or insufficiencies or review every possible record that might exist with
respect to the Site. The customary practice is to review information from standard sources that
is reasonably ascertainable within reasonable time and cost constraints.
4.1.1 On-Site Database Listings
AT&T California, Pacific Bell Telephone Company was identified at the Site address on the
CERS Haz Waste, CUPA Listings, CERS, FINDS, RCRA-LQG, ECHO, EMI, HAZNET, HWTS
databases, which contain data extracted from hazardous waste manifests received by the
DTSC each year. The Site obtained an EPA ID number in 1982 and reportedly generated
between approximately 0.02 tons and 0.25 tons of organic and inorganic solids annually, which
was transported off-Site for disposal. In 2018, the Site reportedly generated 0.69 tons of
asbestos waste that was transported to a landfill. In 2009, approximately 1.668 tons of oil-
containing waste was discharged to the sanitary sewer. Periodic compliance evaluation records
were noted to be performed by Livermore-Pleasanton Fire Department. No violations were
reported.
Such listings are common for commercial facilities and are not considered to be indicative of
Recognized Environmental Conditions in connection with the Site.
4.1.2 Adjoining Property Database Listings and Nearby Spill Incidents
Amador Valley High School (1155 Santa Rita Road), located adjacent to the south of the Site,
was listed on the LUST, Alameda County CS, CERS Haz Waste, SWEEPS UST, HIST UST,
Cortese, CUPA Listings, HIST Cortese, and CERS databases due to the removal of a UST in
1992. The leaking UST reportedly impacted soil and the case was closed by the Water Board in
1997. Although the specific location of the leaking UST was unable to be determined (no maps
included on the Water Board’s Geotracker database), based on a review of aerial photographs,
the closest possible location for the former UST (south of the football stadium, tennis courts,
and baseball field) is at least 500 feet south of the Site boundary. A leak that primarily impacts
soil is unlikely to migrate and significantly impact the Site.
Multiple adjoining properties, including dentist offices and the Pleasanton Aquatic Center were
identified as users or generators of small quantities of hazardous wastes (including
photochemical wastes) on regulatory agency databases. No violations were reported, with the
exception of the Pleasanton Aquatic Center, who failed to file a Hazardous Materials Business
Plan but returned to compliance in 2017.
Additionally, based on the information presented in the agency database report, no off-Site spill
incidents were reported that appear likely to significantly impact soil, soil vapor or groundwater
beneath the Site. The potential for impact was based on our interpretation of the types of
incidents, the locations of the reported incidents in relation to the Site and the assumed
groundwater flow direction.
was identified at the Site address on the was identified at the Site address on the
LQG, ECHO, EMILQG, ECHO, EMI, HAZNET, HWTS, HAZNET, HWTS
, which contain data extracted from hazardous waste manifests received , which contain data extracted from hazardous waste manifests received by the
The Site obtained an EPA ID number in 1982 and reportedly generateThe Site obtained an EPA ID number in 1982 and reportedly generate
0.25 tons of organic and inorganic solids annually0.25 tons of organic and inorganic solids annually
Site for disposal.
