7.1 METHODOLOGY AND LIMITING CONDITIONS
To observe current Site conditions (readily observable environmental conditions indicative of a
significant release of hazardous materials), Cornerstone staff Sarah E. Kalika visited the Site on
April 19, 2022, and was accompanied by Joseph Taddie of CBRE (representative of the owner /
property manager). The Site reconnaissance was conducted by walking representative areas of
the Site, including the interiors of the on-Site structure, the periphery of the structures and the
Site periphery. The Site also was observed from all adjacent public thoroughfares.
Cornerstone staff only observed those areas that were reasonably accessible, safe, and did not
require movement of equipment, materials or other objects. Physical obstructions that limited
our ability to view the ground surface at the Site included asphalt paved vehicle drives and
parking areas (typical of developed properties) and the on-Site permanent structure.
7.2 OBSERVATIONS
At the time of our Site visit, the Site was occupied by a single-story commercial structure
consisting of offices, training room area, computer equipment room, and warehouse. According
to Mr. Taddie, this structure was originally operated as a telephone directory assistance call
center but now is used for training and dispatch center for telephone repair and service
technicians. The warehouse was being used to store parts and tools for the telephone
repair/service technicians, such as of cables, wiring, fittings, among others. An outdoor covered
patio with picnic tables was observed on the northwest corner of the structure.
The Site appeared to be served by local municipal utilities including electric, water, sewer, and
natural gas. Several storm drains were observed within paved areas of the Site.
A metal pergola area covering trash bins, a box compactor / baling machine, and recycling bins
for various materials was observed within the south parking lot. Several drums were
additionally observed in this area, stored on pallets. No leaks were observed.
Two above-ground telephone equipment enclosures, one labeled “CEV” (controlled environment
vault) were observed along the northern parking lot landscaping just south of the sidewalk along
Black Avenue.
A pad-mounted transformer was observed at the southeast corner of the structure.
Potentially hazardous materials within the building’s interior were observed in approved storage
areas (flammables cabinet) and/or on shelves. No spills of paints or other potentially hazardous
materials were observed.
The remainder of the Site was paved with asphalt parking areas on the northern and southern
sides of the structure and a driveway along the eastern boundary.
