Page 7 EXHIBIT A CITY OF PLEASANTON HOUSING & HUMAN SERVICES GRANT (HHSG) PROGRAM BETWEEN CITY OF PLEASANTON AND Chabot-Las Positas Community College District / Tri-Valley Career Center JULY 1, 2025 THROUGH JUNE 30, 2026 Project No. 2026090 Pleasanton VITA Services The project to be undertaken by Chabot-Las Positas Community College District / Tri-Valley Career Center shall involve: TVCC's Volunteer Income Tax Assistance (VITA) offers free tax preparation services to low - to moderate-income individuals and families, especially Earned Income Tax Credit (EITC)-eligible families. In addition to preparing the current year’s taxes, we also help with previous years’ taxes, amended taxes, paper returns and extensions. This year, we will prepare taxes for 170 Pleasanton residents. To increase access, we will offer both in-person and drop-off tax preparation services at our location in Pleasanton. This location has ample parking and is accessible by bus and BART. We also plan to reopen our sites at the Livermore and Pleasanton library (pending library approval and volunteer numbers), providing the community with multiple tax prep sites. We will invest in paid marketing to attract both volunteers and clients. The project shall conform substantially to the scope of work described above. [However, the targets and service goals noted in the application may be adjusted proportionately to reflect a reduction in funding between the amount requested and the amount approved.] Any request to modify the scope of the project shall be submitted to the City of Pleasanton’s HHSG administrator in the form of a letter. Requests shall be processed as follows: a) If the proposed change is in substantial conformance with the original project scope as determined by the City’s HHSG program administrator, the change may be approved by City staff. b) If the proposed change is in partial conformance with the original project scope as determined by the City’s HHSG program administrator, the change will be submitted for review and approval by the City’s Human Services Commission and/or Housing Commission. c) If the proposed change is not in conformance with the original project scope as determined by the City’s HHSG program administrator, the change will be submitted for review and approval by the City’s Human Services Commission and/or Housing Commission and then submitted for approval by HUD in the form of a change to the Annual Action Plan.
