MEMORANDUM

Date: November 7, 2025

To: Susan Hsieh, Director of Finance

Through: Xaviera Scoggins, Director of Human Resources and Labor Relations

From: Sandra Williams, Management Analyst, Human Resources

Subject: Executive Recruitment Services for Fiscal Year 2025-26

Recommendation:
The Human Resources Department requests authorization to enter into a professional services
agreement for FY 2025-26 with Teri Black & Company, LLC (TBC) to perform executive
recruitment services on an as-needed basis, for a not-to-exceed amount of $100,000. The
department contracts with several executive recruitment firms, as summarized below:

Vendor Vendor ID Not-to-Exceed Amount
Bob Murray & Associates 4030 100,000
CPS HR Consulting 1676 100,000
Jack Clancy Associates 1170 100,000

Background:
The Human Resources Department has previously utilized the services of TBC for executive
recruitments, including the Director of Public Works, Director of Finance, and Police Chief. City
Management has been very satisfied with TBC’s results, particularly for hard-to-fill positions.

TBC has an excellent placement record in California local government and consistently
identifies candidates who align with the City’s organizational culture and community values.
While the City contracts with several other reputable firms, TBC’s proven success and tailored
approach make it a strong partner for any future recruitment needs.

To continue this successful relationship, the Department recommends entering into a
professional services agreement with TBC for FY 2025-26. Individual recruitments will be
initiated through separate written proposals from TBC, issued under this agreement. This
structure will allow the City to efficiently authorize and manage recruitment projects as needed,
while maintaining timely and effective recruitment processes.

Financial Impact:
The Human Resources Department’s budget will fund the professional services agreement
(00118000-430103).

Thank you
Docusign Envelope ID: B71633A4-593C-438B-AE1D-4417A3E65F39
