BAAHA Scope of Services Contract Year 2025/26 | P a g e 3
 Press Releases directed to City and regional publications are an excellent source to drive
households to Program workshops; as well as drive applications for specific Programs
being promoted by BAAHA and the City.

To further support these campaigns, BAAHA develops outreach materials, including program
brochures, flyers, and press releases. In addition, BAAHA strongly suggests that outreach
material is structured and directed towards larger local employers (such as School Districts).
Outreach material will be compiled to represent the launch of each specific Program (homebuyer
education, PHAP, and BMRs). These campaigns should utilize all outreach resources the City
and BAAHA have access to, including and not limited to:

 City newsletter(s)
 Utility bill announcement insert (if applicable)
 City website
 City NextDoor – or similar media source
 Local news publication (if applicable)
 Employer/Company database (if applicable)

Pleasanton Home Owner Assistance (PHAP) and Pleasanton Downpayment
Appreciation Loan Program (PDALP) Design and Development

Program Review and Design

BAAHA, in conjunction with the City proposes to initially conduct a comprehensive review and
analysis focused on evaluating the effectiveness and capacity of delivering the PDALP to the
Pleasanton community. Strategies, concepts, and activities to be covered in the Program review
will include and not be limited to:

 Conduct a current market study focused on the pricing and property size distribution of
sold Pleasanton single family dwelling over the past twelve months. This part of the
study will help the City and BAAHA understand the current supply side of the market
and establish a platform to determine the viability of funding strategies and requirements
to assist prospective PDALP participants
 Review and assess the viability and impact of securing and leveraging additional readily
available sources of down payment subsidies provided through potential partnering
public and private organizations.
 Explore the viability of setting PDALP funds aside to assist lower income households to
purchase either new or resale median to moderate priced PHAP(BMR) properties. This
might would be especially relevant when leveraged with additional subsidies and applied
to moderate priced BMRs that would otherwise eliminate lower income households from
the market.
 Review and assess the viability to create an addition to the PHAP/BMR program which
will allow an aging population of PHAP/BMR owners to place their properties on the
market to purchase a newly developed PHAP/BMR, specifically asset aside for seniors.
The successful implementation of this program could open up additional inventory for
newly placed BMR buyers, and enable senior owners to downsize into a more user-
friendly age fitting living situation. This analysis would provide additional insight
regarding Program equitable guideline adjustments that would be appropriate for the
senior BMR units.
Docusign Envelope ID: 214AA125-B9A3-49B6-B526-E3722E6242D7Docusign Envelope ID: 5B4696E6-28B9-475F-84C2-EBE17D94B7CC
