Front Porch and Arukah
are first-time applicants to the Pleasanton HHSG program. Both applications received scores
below 70 and ranked in the bottom third (Front Porch ranked No. 24 and Arukah ranked No.
30). Additionally, Front Porch provides a duplication of service as it provides a home match
program, which ECHO Housing already provides.

EQUITY AND SUSTAINABILITY
The HHSG program provides grant funds to non-profit agencies to provide programs and
services that benefit low-income Pleasanton residents, the unhoused or individuals at risk of
becoming unhoused, and those with special needs. These grant funds help vulnerable
populations remain part of the Pleasanton community and provide them with needed support
and assistance.

OUTREACH
The HHSG process was publicized in Tri-Valley news outlets, and a mandatory virtual Zoom
application workshop was conducted in collaboration with staff from the cities of Dublin and
Livermore. Applications for HHSG funding were solicited within the application period.
Applicant agencies were invited to present their programs at a joint Commission meeting and
informed of the schedule for each public meeting.

STRATEGIC PLAN ALIGNMENT
This action advances multiple strategies in the ONE Pleasanton Citywide Strategic Plan:
Building a Community Where Everyone Belongs, Strategy 12 – streamline housing,
human services, and community grant programs to increase program participation and
access
Building a Community Where Everyone Belongs, Strategy 6 – Implement the Housing
Element and develop a plan to end homelessness
Building a Community Where Everyone Belongs, Strategy 3 – Implement high priority
items from the Library and Recreation Strategic Plan to continue to deliver activities and
programs that meet the needs and interests of the community

FISCAL IMPACT
As summarized in Table 3 below, if approved as recommended, the City Council would
allocate $694,166 to various programs.
