Having a list of on-call consultants has helped the City establish consistent review,
secure high-quality and readily available qualified consultants, and expedite the CEQA process
by eliminating the necessity of issuing a Request for Proposals (RFP) for each project.

The current on-call consultant list includes two consultants (FirstCarbon Solutions and Rincon
Consulting) that the City first approved as part of an on-call agreement authorized by the City
Council in January 2021. The current contracts expire on June 30, 2025, so the City is looking
to secure new contracts for the next three years (FY 2025/26 through FY 2027/28), with the
option of up to two additional one-year extensions. In 2021, the City only elected to have three
on-call contracts in the prior cycle; however, staff is seeking to expand that list to five contracts
to provide additional capacity. It is advantageous to the City to have multiple firms available to
limit conflicts of interest and have increased availability/expedited timelines as on-call needs
arise.

In March 2025, CDD staff posted a Request for Qualifications for environmental consulting
firms for on-call services and received 13 responses. Existing firms on the list were required to
resubmit Statement of Qualifications (SOQs) to remain on the on-call list. Selection criteria
included, but were not limited to:
• Understanding of the required scope of services demonstrated through the consultant’s
stated approach to the Scope of Work.
• Consultant’s technical expertise and ability to prepare CEQA documents in communities
similar to Pleasanton, for a diversity of residential, commercial, industrial, and other
projects, including both project- and program-level analyses.
• Qualifications, relevant experience, and abilities of the overall consultant/subconsultant
team, and the specific personnel to be assigned by the consultant.
• Overall costs and hourly rates associated with the consultant’s proposal.

City staff reviewed the 13 proposals and interviewed five firms (existing consultants were not
interviewed, since staff was familiar with their teams and work products). Staff recommends re-
establishing on-call contracts with FirstCarbon Solutions and Rincon Consulting (Attachments
1-2). These two firms have completed several projects for the City over the past few years, and
have worked diligently, effectively managed projects, and provided quality CEQA documents to
the City. In addition, staff recommends establishing on-call contracts with three other firms
deemed most qualified based on their SOQs, interviews, and references: Kimley-Horn, Raney
Planning and Management, Inc., and Stantec (Attachments 3-5).

DISCUSSION
Projects that require CEQA review are predominantly private development projects, although
certain City projects may also require CEQA, such as adopting plans and policies (e.g., the
Housing Element and other major policy documents) or City-sponsored capital projects. The
on-call list can be used to efficiently solicit consultant services for both developer- and City-
initiated work. The City has seen a steady volume of development applications requiring CEQA
review, and anticipates that volume to continue over the next two to three years. However, as
noted below, there is no obligation or guarantee of work for consultants under the contract, and
so if application volumes fall, there is no liability to the City for having the on-call contracts in
place.
Docusign Envelope ID: 1F050AC8-7C80-4461-B55C-80E26A2286E6
