proposals from firms other than those on the on-call list.

Terms
The recommended term of the professional service agreements is three years (FY 2025/26
through FY 2027/28) with up to two additional one-year extensions if the performance of the
firm(s) is satisfactory. The aggregate total contract for all five firms, over the initial three-year
contract period, will be a not-to-exceed amount of $1,500,000. Funding for each individual task
authorization will be identified and secured at the time of authorization (funding sources may
be applicant reimbursements, budgeted and available Professional Services line items, or
budgeted and available Capital Improvement Program projects).

EQUITY AND SUSTAINABILITY
CEQA review of projects is required by State law. Selecting a list of on-call consultants allows
the required review to occur in an expedited manner. CEQA review is meant to inform
decision-makers and the public about potential environmental effects of a project and prevent
significant, avoidable damage. By its nature, it is intended to protect the environment and can
be used to ensure that vulnerable communities are not disproportionately burdened by harmful
environmental impacts.

OUTREACH
As a routine matter of business, no public outreach was conducted on this item. The Request
for Qualifications was posted on the City’s bid website for all potential consultants to view the
item.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment through its focus on environmental stewardship.

FISCAL IMPACT
For CEQA services associated with private development projects, work under these on call
agreements will be assigned as-needed and fully funded by the applicant through
reimbursement agreements. City-sponsored projects are funded through specific Capital
Improvement Project (CIP) funds and the Community Development Department (CDD)
operating budget, depending on the work to be performed. The current CDD operating budget
includes $125,000 in funding for planning-related professional services (00130301-430101 and
00130302-430101), and the upcoming biennial budget is anticipated to include $100,000
annually in these line items, if approved as recommended. These funds are available to be
used for City-sponsored planning projects, including environmental review.

There is no new financial impact related to the on-call agreements, as budget for specific work
will be assigned as available through the CIP, approved operational budgets, and
reimbursement agreements with project applicants.

Docusign Envelope ID: 1F050AC8-7C80-4461-B55C-80E26A2286E6
