E SOURCE PROPOSAL – WATER LOSS TECHNICAL ASSISTANCE

4
Phase 2 – Water Loss Compliance Planning
Task 4: Water Loss Compliance Assessment
Description
Beginning in 2028, all California Urban Retail Water Suppliers (URWS's) will be required to comply with
adopted water loss performance standards. This compliance assessment task will help agencies
understand the water loss regulations, the system-specific real loss and apparent loss standards assigned
to their system, how they compare to other systems in the state, and the likelihood of compliance based on
historic water audits. The assessment will ultimately identify water loss management opportunities to
support compliance with state-assigned water loss performance standards.
E Source Will
1. Review historic water loss performance, using publicly available water audit data.
2. Calculate various indicators to develop a compliance outlook for the system to understand the
likelihood of compliance, magnitude of real loss, and variability of historic audits.
3. Compare water loss to other systems in the state.
4. Identify compliance status with required reporting and questionnaires related to the California
water loss regulations. This will include baseline audit data and required questionnaires.
5. Identify water loss management strategies that can be implemented to support compliance.
Outcomes
A compliance assessment report will include:
■ Estimation of compliance likelihood based on past performance and existing efforts.
■ Identification of strategies to assist with compliance.
Client Responsibilities
■ Participation in discovery calls, prepared to speak to current water loss related efforts.
■ Review and provision of feedback on draft compliance assessment report.

EXHIBIT A
Docusign Envelope ID: DBC26CD8-70F8-4B4E-86E1-B30D388AEA1B
