City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Project Description

FirstCarbon Solutions 2-27
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec02-00 Project Description.docx
Residential Uses
As shown on Exhibit 2-6, project implementation would result in the development of a gated
subdivision with 28 new two-story, detached single-family homes, 3 ADUs, private open space, and
related project site improvements. The project would retain two existing lots (Lots 29 and 30) where
two existing homes owned by the Lester family are located. The two existing homes would be
demolished and two new single-family homes would be constructed in the same location.
Residential lots would have a maximum lot size of approximately 14,884 square feet.
The Lesters would also retain a parcel referenced as Parcel C shown on Exhibit 2-2 for continued
agricultural use, including the construction of a storage building and related ranch-type structures,
but with no allowance for residential use.
Open Space Uses
A total of 117.1 acres would be designated open space on four parcels. Parcel A would contain 39.9
acres of open space to be owned and managed by the HOA; Parcel B would be dedicated to EBRPD,
preserving 69.3 acres as open space. Parcel C would add another 7.6 acres of open space to be
retained by the current owner for future dedication to EBRPD. Parcel D would be HOA Open Space of
0.3 acre.
The proposed project includes the construction of an EBRPD parking lot and trailhead access off
Dublin Canyon Road adjacent to the Lester residences. Construction would include a gated, public
staging area providing access to EBRPD with 16 parking stalls, four trailer parking stalls, and trail
connections to Pleasanton Ridge. Construction would also include a public access road along a
portion of the existing non-exclusive access easement located along the eastern boundary of the
Lester property. This public staging area would serve as a trailhead for access to the northern
terminus of the Pleasanton Ridge trail system and would fulfill an important part of the Pleasanton
Ridge master land use plan adopted by EBRPD.
While the Lester family would retain ownership of the Remainder Parcel C, they have agreed to a
“life estate” dedication of this parcel to EBRPD. Upon the passing of the last Lester family members,
this parcel would revert to EBRPD ownership, thus completing the development of the staging area
and securing the entire 76.9 acres of open space, parking/staging, and trail for public use.
Roadway Uses
The proposed project would include the construction of several improvements to Dublin Canyon
Road, including a traffic signal at the intersection of Canyon Meadows Drive, construction and
striping of 6-foot-wide bike lanes on both sides of Dublin Canyon Road along the project frontage,
and the creation of a 5-foot-wide sidewalk or pathway on Dublin Canyon Road to the EBRPD
trailhead and staging area. Visual simulations of these proposed improvements are provided in
Exhibit 2-7a and Exhibit 2-7b. The new signal would provide revised access with improved safety for
the Oak Hills Congregation. All of these improvements would improve public safety and access along
this two-lane county road that experiences heavy traffic during commute hours.
