City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Project Description

FirstCarbon Solutions 2-33
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec02-00 Project Description.docx
The new streets, gated entryway, and landscaped streetscape, as well as some open space areas, will
be privately maintained within the community via the establishment of an HOA. An Emergency
Vehicle Access (EVA) roadway would be constructed to connect Dublin Canyon Road with the Oak
Hill Congregational Church driveway connection. The EVA and project access road system would also
include sewer, water, and storm drainage connections for the proposed project, as well as a water
pump station. An access road at the end of Street A is provided to allow continued access by the
rancher(s) grazing livestock on the open space areas outside of the UGB.
2.3.3 - Circulation and Access
Vehicle Circulation and Access
A landscaped gated entry off Dublin Canyon Road in the northwestern corner of the site would
provide access for the new homes. Three new internal roadways, Street A, Street B, and Court C are
proposed, which would provide connection to the project site from Dublin Canyon Road. Street A
would provide a 20- to 21-foot-wide EVA via Dublin Canyon Road extending southwest within the
project site to its terminus past Court C. Street B is the main entrance to the project site and is
proposed to be gated access. Street B would connect to Dublin Canyon Road west of Street A,
extending south within the project site and connecting to Street A.
Access to the Lester property would remain from an existing entrance on Dublin Canyon Road, which
would become a paved loop connecting to the EBRPD easement to the east of the existing Lester
property. The EBRPD easement would be a new paved access to the planned trailhead and parking
area to the south of the Lester property, as shown on the site plan (Exhibit 2-5). Bollards would be
installed at the Lester driveway connection to Dublin Canyon Road, and a private access gate would
be constructed at the loop’s connection with the EBRPD easement. An EVA would cross a small
portion of the Oak Hills Congregational Church’s driveway for the installation of underground utilities
and improved access to the adjacent church site.
While the proposed project does not include trail construction on the adjacent open space, a
driveway easement and open space access would be constructed at the end of Street A, and
sidewalks would be required along the frontage of lot 30 on Dublin Canyon Road as well as along the
rear of the Lester property in the new EBRPD access.
Transit
The proposed project does not include any transit improvements. The City provides a variety of
transit options. The Pleasanton Paratransit Service provides local door-to-door and fixed routed bus
services for seniors, ages 70 and older, and American with Disabilities Act (ADA) qualified individuals,
ages 18 and older. Livermore Amador Valley Transit Authority, Bay Area Rapid Transit (BART),
Altamont Commuter Express (ACE) Rail, and Amtrak provide other transit options for residents of the
Tri -Valley area.
Bicycle
According to Figure 3-3c: Map 3, Unincorporated Areas Bicycle Plan 2012, of the Alameda County
Bicycle and Pedestrian Master Plan for Unincorporated Areas, Class II bike lanes in both directions
