City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Aesthetics, Light, and Glare

FirstCarbon Solutions 3.1-1
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-01 Aesthetics.docx
3.1 - Aesthetics, Light, and Glare
3.1.1 - Introduction
This section describes the existing aesthetics, light, and glare conditions in the project area, as well
as the relevant regulatory framework. This section also evaluates the possible impacts related to
aesthetics that could result from implementation of the proposed project. Descriptions and analysis
in this section are based on site reconnaissance by FirstCarbon Solutions, as well as review of the
City of Pleasanton General Plan (General Plan), General Plan Final Environmental Impact Report
(General Plan FEIR), and City of Pleasanton Municipal Code (Municipal Code). Seven public
comments were received during the Environmental Impact Report (EIR) scoping period related to
aesthetics.
• Requests for impacts to hillside views from adjacent properties to be analyzed in the Draft EIR.
• Request for three-dimensional visual simulations to show how the proposed project would
impact hillside views.
• Request to see plans for the placement of mature trees throughout and adjacent to the
project site.
• Request that City staff and Commissioners meet on-site with residents who are concerned
about view impacts.
• Concerns related to the meadow, which have been addressed with the change in location of
the staging area.
• Concerns related to the fencing proposed for the homes around the lots, stating it would
create terrain disfigurement.
• Requested a photo montage for the before/after presentation of the landscape with homes
and fencing, which is part of the Alameda County Agricultural Site Development Review
Process.

3.1.2 - Environmental Setting
Visual Character
Regional Setting
The project site is located within the greater San Francisco Bay Area, in the eastern valley of Alameda
County, approximately 32 miles southeast of Oakland just outside the city limits of the City of
Pleasanton. Residential development within the vicinity of the project site includes both older single-
family residences and more recently developed subdivisions. The project site is also located near
Pleasanton Ridge Regional Park, a 9,090-acre recreation and open space area with a large trail
system.1

1 East Bay Regional Park District (EBRPD) 2025.
