City of Pleasanton—Hidden Canyon Residences and Preserve
Air Quality Draft EIR

3.2-28 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-02 Air Quality.docx
• Construction is estimated to begin in early 2026 and occur over approximately 2 years (based
on applicant-provided information). Residential construction would occur in one phase. If the
construction moves to later years, construction emissions would likely decrease due to
improvements in technology and more stringent regulatory requirements.
• Demolition of two existing residences (7,503 square feet) equaling 304 tons of construction
debris.
• Grading would cover approximately 21.2 acres, and approximately 129,850 yards of material
would be generated from grading activities to construct the lots, streets, and foundations.
Another 14,630 cubic yards of material would be generated by trench spoils and anticipated
soil swelling for a total of 142,200 cubic yards of cut and fill work. As a result, the site grading
would be balanced and neither off-haul nor import of dirt would be required.
• Construction of 30 single-family dwelling units (according to applicant-provided site plans, six
of these would include ADUs), along with associated landscaping, and sitewide hardscape
circulation (new internal roadway). The ADUs are not stand-alone and are incorporated into
the construction of the single-family homes and are therefore incorporated in the square
footage assumptions used in the construction-related modeling.
• Off-site improvements to Dublin Canyon Road, including the widening of Devaney Creek
Bridge by approximately 13 feet, as well as the construction of 6-foot-wide bike lanes on both
sides of Dublin Canyon Road along the project frontage and the creation of a 5-foot-wide
sidewalk or pathway on Dublin Canyon Road to the East Bay Regional Park District trailhead
and realignment of Dublin Canyon Road to allow for the addition of turning lanes and the bike
lane.
• 14 daily vendor trips during the paving phase of construction.
• 15 one-way daily haul trips during the demolition phase of construction (including tree
removal).

Additional details on the assumptions and inputs are included in the CalEEMod output reports
(Appendix B).
Table 3.2-4 presents the proposed project total emissions and the average daily emissions from
construction. The average daily emissions for criteria pollutants were estimated as: 3.87 pounds per
day (lbs/day) ROG, 12.67 lbs/day NOX, and 0.37 and 0.42 lbs/day PM2.5 and PM10 exhaust. All
estimated emissions are all well below the established thresholds of significance for construction of
54 lbs/day for ROG, NOX, and PM2.5 exhaust and 82 lbs/day for PM10 exhaust. In addition, IM AIR-1
would require that the proposed project implement BMPs for fugitive dust to ensure a less than
significant impact for PM10/PM2.5 dust emissions. The Table 3.2-4 shows emissions from construction
exhaust only.
